Broadening Responsibilities: Consideration Of The Potential To Broaden The Role Of Uniformed Fire Service Employees
What is this report about? This report, commissioned by the National Joint Council for Local Authority Fire and Rescue Services (NJC), aims to identify what impact, if any, firefighters can have on the delivery of emergency medical response and wider community health interventions in the UK. What are the overall conclusions? Appropriately trained and equipped firefighters co-responding1 to targeted, specific time critical medical events, such as cardiac arrest, can improve patient survival rates. The data also indicate that there is support from fire service staff – and a potential need from members of the public, particularly the elderly, isolated or vulnerable – to expand ‘wider work’. This includes winter warmth assessments, Safe and Well checks, community defibrillator training and client referrals when staff believe someone may have dementia, are vulnerable or even, for example, have substance dependencies such as an alcohol addiction. However, there is currently insufficient data to estimate the net benefit of this work
Boojums and the Shapes of Domains in Monolayer Films
Domains in Langmuir monolayers support a texture that is the two-dimensional
version of the feature known as a boojum. Such a texture has a quantifiable
effect on the shape of the domain with which it is associated. The most
noticeable consequence is a cusp-like feature on the domain boundary. We report
the results of an experimental and theoretical investigation of the shape of a
domain in a Langmuir monolayer. A further aspect of the investigation is the
study of the shape of a ``bubble'' of gas-like phase in such a monolayer. This
structure supports a texture having the form of an inverse boojum. The
distortion of a bubble resulting from this texture is also studied. The
correspondence between theory and experiment, while not perfect, indicates that
a qualitative understanding of the relationship between textures and domain

Software for automatic measurement of fiducial marks on digital air images
Gwałtowny rozwój zainteresowania fotogrametrią w ostatnich latach spowodowany jest głównie faktem wprowadzenia technologii cyfrowej. Oprócz szybkiego dostępu do danych, istotnym czynnikiem jest możliwość automatyzacji niektórych procesów. Współczesne oprogramowanie komercyjnie pozwala znacznie skrócić czas opracowań fotogrametrycznych, a co za tym idzie podnieść ich wydajność. Prace nad zautomatyzowaniem etapów produkcji fotogrametrycznej realizowane są w wielu ośrodkach naukowo-badawczych na całym świecie. Również w Zakładzie Fotogrametrii i Informatyki Teledetekcyjnej Akademii Górniczo-Hutniczej w Krakowie prowadzone są badania w tym kierunku. Ponieważ automatyzacja pomiarów na obrazach cyfrowych podnosi jakość i wydajność opracowań fotogrametrycznych, podjęto próby ich rozwijania. Wyniki badań przedstawione poniżej, pozwalają optymistycznie patrzeć w rozwój własnych algorytmów i oprogramowania. Ma to duże znaczenie, ponieważ bazowanie na własnym oprogramowaniu pozwala na jego szybki i praktycznie nieograniczony rozwój. Pomiar znaczków tłowych na zdjęciach lotniczych jest pierwszym krokiem w kierunku automatyzacji dalszych etapów technologii fotogrametrycznej. Artykuł niniejszy prezentuje program, który powstał w ZFiIT AGH Kraków. W artykule opisano przykład zaimplementowania powstałych algorytmów automatycznego pomiaru znaczków tłowych na obrazie cyfrowym, przy znanych elementach orientacji wewnętrznej. Opisano autorski program „Interior Orientation”, pozwalający na automatyczą orientację wewnętrzną w oparciu o zdefiniowane wcześniej w bazie danych obrazy znaczków tłowych wybranych kamer fotogrametrycznych. Sprawdzono poprawność jego działania, określono jego przydatność do zastosowań fotogrametrycznych oraz dokonano porównania z profesjonalnym oprogramowaniem. Manualnego pomiaru dokonano przy pomocy oprogramowania Dephos, półautomatycznego w PCI Geomatica. Uzyskano porównywalną dokładność na poziomie 0.25 piksela (średni błąd pomiaru znaczka tłowego).The rapid development of interest in photogrammetry in recent years has been caused mainly by the introduction of digital technology. In addition to rapid access to databases, another critical factor is the possibility of automatization of some of the processes. Contemporary software available on commercial market can cut the time of photogrammetric work to a minimum. Work on the automatization of photogrammetry production steps has been carried out in many research and development centres.
In addition, the Department of Photogrammetry and Remote Sensing Information of the University of Science and Technology in Cracow (AGH) conducts research in this direction. This research was focused on the development of the automatization of measurements on digital images, because it could increase the quality and efficiency of photogrammetric work. The results shown below support the further development of own algorithms and software. It is of great importance, because relying on own software enables its quick and unlimited development.
This paper presents software which has been developed at University of Science and Technology in the Department of Photogrammetry and Remote Sensing Information in Cracow (AGH).
This paper presents an example of the implementation of developed algorithms, from the point of view of specific use, i.e. the automatic measurement of the fiducial mark on a digital image with known internal orientation parameters. The original "Interior Orientation" software has been described. It can execute automatic internal orientation, based on the fiducial mark images of selectedphotogrammetric cameras, previously defined in a database. Its accuracy was checked along with its use in photogrammetric applications and compared to a professional application. The manual measurement was carried out with the use of the Dephos software, while the semi-automatic measurement was carried out under the PCI Geomatica system. The results were on a comparable level of accuracy of 0.25 pixels
Modelowanie strefy zagrożenia powodziowego rzeki Łęg
This article presents an update of flood hazard map for the 4 km strip of land along the Łęg River below the water reservoir dam in the village of Wilcza Wola, in the district of Kolbuszowa (the Podkarpackie Province), Poland. To produce the map, the hydrological model for a hypothetical flood caused by construction disaster of the water reservoir dam in Wilcza Wola was used. Based on the DTM and cross-sections of known flood wave profiles, flood zone for the examined river section was outlined. Also, the impact of the possible flood on inhabitants of the area concerned, and on selected land surface objects, was examined.W artykule przedstawiono aktualizację mapy zagrożenia powodziowego na 4-kilometrowym pasie terenu wzdłuż rzeki Łęg, znajdującym się poniżej zapory zbiornika wodnego w miejscowości Wilcza Wola, w powiecie kolbuszowskim (województwo podkarpackie). Do sporządzenia mapy strefy zalewowej wykorzystano model hydrologiczny hipotetycznej powodzi powstałej w wyniku katastrofy budowlanej zapory zbiornika w Wilczej Woli. Na podstawie NMT oraz przekrojów o znanych rzędnych wysokości fali powodziowej przy wykorzystaniu modelu hydrologicznego wyznaczono strefę zalewową na badanym odcinku rzeki. Zbadano także wpływ ewentualnej powodzi na mieszkańców badanego obszaru oraz na wybrane obiekty pokrycia terenu. W tym celu wykonano analizy warstw Bazy Danych Topograficznych
Wykorzystanie pomiarów geodezyjnych w procesie zarządzania złożem kopalin
Regulations of law obligate entrepreneurs, who conduct mining activities to keep records of mineral deposit resources, and at the stage of the deposit liquidation, to carry out the land reclamation. Both at the stage of the deposit exploitation, and during the deposit reclamation it is necessary to make use of land survey maps and calculations.
The paper presents the way of using topographic maps to determine the volume of minerals to be extracted from the deposit, and to carry out land reclamation works, consisting in reducing of the inclination of slopes that were created as a result of mining activities.Przepisy prawne zobowiązują przedsiębiorców prowadzących działalność wydobywczą do ewidencjonowania zasobów złoża kopalin, a także w fazie jego likwidacji - wykonania rekultywacji terenu. Zarówno w fazie eksploatacji, jak i rekultywacji złoża kopalin niezbędne jest wykorzystanie map i obliczeń geodezyjnych. W artykule przedstawiono sposób wykorzystania mapy sytuacyjno-wysokościowej do ustalenia wielkości wydobycia kopaliny ze złoża oraz do wykonania prac rekultywacyjnych polegających na łagodzeniu nachylenia skarp powstałych w wyniku działalności górniczej
RESEARCH ON THE PROTOTYPE OF RAIL CLEARANCE MEASUREMENT SYSTEM
Measuring of railway structure clearances is a very practical issue, and the operation itself is performed all over the world using
various measuring systems. The measurement is aimed chiefly at determining the limits of space that no structure (e.g. a building)
located close to the railway track may cross. The paper demonstrates flaws and advantages of particular systems and provides a
technological summary of measuring equipment utilized in them. In those systems the measurement of structures is referred to the
global system of coordinates, and later, following the detection of rail heads, a transformation to the rail axis arrangement takes
place. The preliminary analysis leads to a conclusion that the accuracy of rail clearance measurement is higher in the case of
specialized systems as compared to universal ones. On the basis of experience drawn from literature and earlier tests, a decision has
been made to proceed with the construction of a rail clearance measurement system in Poland, at the University of Science and
Technology in Cracow. This paper presents a research on the prototype of the rail clearance measurement system constructed at the
University. The heart of the system involves laser scanners installed on a flatcar and digital cameras. The base of the system includes
scanners, which capture data in a continuous way, and photogrammetric cameras, which yield digital images.
The cloud of points obtained from a laser scanning is colorized, which causes that such information can replace a classical texture
model
